Would you take that to mean that he's mad you didn't come out of your house to pay him the last time he was here, and therefore will not plow you again, or would you take it to mean that he was getting out of the plowing business entirely?

If it did read as you posted it, lacking any punctuation of note, then it is indeed, difficult to say which of those it meant.
I take it to mean you live in some strange frontier where snow removal is a private enterprise. As you may recall, here inside the Beltway, we may generally suck at snow removal but we do have the government do it for us. In fact, it was a municipal snowplow that destroyed my car.
Up here, the town removes snow from the street, and individuals or the people they pay remove snow from their driveways. My recollections of life inside the Beltway may be getting dim, or that may be a Commie Takoma Park thing, but I do not recall the government plowing driveways.
Then again, I do not recall you having a car.
i think it isnt very professional for a businessman to send an email to a client without any capitalization or punctuation if he is going to cancel his service then i think that a more formal cancellation is appropriate for instance he could have called or sent a letter or emailed or maybe even knocked at the door where he left the note when no one came out side and i also think that if he were upset about money then he should have at least mentioned it in the email so it is more likely that he just doesnt want to plow your driveway anymore which is especially unfortunate when there is a foot of snow and slush blocking the way that is what i think
You could reply and ask if you can change his mind - if he's offended perhaps that will change his mind, and if he's retiring perhaps he'll recommend someone else....
Alas, I did that. My reply went like this:
I'm so sorry, [Mr. Plow], I never got your note. I'd be glad to pay you for last time if you'll come back today. I didn't realize you were expecting me to come outside before. Again, I'm so sorry for the misunderstanding.
